CACP 2009 is a one-stop emissions management tool that calculates and tracks emissions and reductions of greenhouse gases and criteria air pollutants associated with electricity, fuel use, and waste disposal.

In 2001, ICLEI joined forces with the National Association of Clean Air Agencies (NACAA) and the U.S. Environmental Protection Agency (EPA) to build a software product that helps local governments create greenhouse gas inventories, quantify the benefits of reduction measures, and formulate local climate action plans. The result -- the original CACP Software -- has been helping local governments for five years develop climate action plans that harmonize strategies to reduce both greenhouse gas and air pollution emissions.
In 2008, ICLEI partnered with the California Air resources Board and the California Climate Action Registry to develop the LGOP. This national standard describes methods and data requirements that, in some cases, differed from those in the original CACP. ICLEI's current software version, CACP 2009, is compliant with the LGOP and allows for users to utilize current emission factors.
