Protocol Background

ICLEI has partnered with the California Air Resources Board, The California Climate Action Registry(CCAR) and The Climate Registry to develop a greenhouse gas reporting protocol for local government operations for use in the United States.

We are partnering to create harmonization between GHG inventories developed by members and reporters under these different programs, to promote the important role that local governments can play in combating global climate change, and to advance the consistent, comparable and relevant quantification of GHG emissions by local governments.

This process complements and completes ICLEI’s International Local Government GHG Emissions Analysis Protocol. This Protocol will serve as the U.S. specific supplement, operationalizing the general guidance given in the International Protocol.

The Local Government Operations Protocol is an industry-specific protocol that will provide the policy framework, calculation methodologies, and reporting guidance for quantifying GHG emissions from local government operations. The protocol will be based largely on the current guidance ICLEI members receive, but may require the development of new methodologies that account for the diverse services local governments provide, such as wastewater treatment, solid waste management, etc.

The protocol is being developed using the protocol development process  designed by the Climate Registry. A key component of this process is a multi-stakeholder technical workgroup, which supports the protocol development by providing informed advice on GHG accounting and reporting issues that local governments face. The stakeholders involved in this technical workgroup include local government staff, local government association representatives, state and federal agency personnel, non-governmental organizations, and expert consultants.

A larger stakeholder advisory group has also been convened to assist in the protocol development process. The advisory group plays an important role in providing additional feedback to staff and the technical workgroup via public workshops, reviewing and commenting on drafts of the protocol.

This is the first of two forthcoming documents, these same partners will begin a similar process to develop guidance on the conduct of emissions inventories at the community scale in August.

The following section outlines the tasks and timeline for the protocol development process, members of the technical workgroup, resources from the ongoing technical workgroup meetings, as well as advisory group meeting information:
