Today the U.S. House of Representatives passed the American Clean Energy Security Act (ACES) by a vote of 219-212, the first-ever comprehensive energy and climate bill in the country. The following is the statement of Michelle Wyman, Executive Director of ICLEI-Local Governments for Sustainability USA. ICLEI is a membership association of more than 550 cities and counties in the United States advancing climate protection, clean energy solutions and sustainability at the local level.
“We applaud Chairmen Waxman and Markey for their leadership and the entire House for taking an important first step to provide a nationwide response to our global warming and energy challenges. This vote reflects a transformative moment in the quest for a clean energy economy.
“For decades local governments have laid the foundation for this country’s response to global warming, providing the leadership, solutions and innovations that city by county by town have helped curb greenhouse gas emissions, create jobs and reduce energy use and costs. Local governments welcome with open arms long-awaited federal action.
“Passage of the American Clean Energy Security Act heralds the arrival of the federal government to the growing list of champions for strong, swift climate and energy action – a movement that started at the community level and now includes local elected officials along with leaders in the faith, labor, national security, and business communities.
“As all eyes turn to the Senate, the voices and the vision of mayors, county executives and other local government leaders should be heard loud and clear. Localities are in the best position to foster the innovation and new practices that will achieve building efficiency, cleaner transportation choices, renewable energy use, new green jobs and businesses, green infrastructure and more sustainable communities.
“Strong leadership from the United States is imperative as we near international climate negotiations in Copenhagen. Together leaders at the local, state, national and international levels have an unprecedented opportunity to rally together for the kind of climate solutions that are essential for the planet and our communities.”
