Training Overview

The most forward-thinking local governments take the time to understand how and where they use energy before creating policy. Join ICLEI's Midwest regional office and partners for a training on the fundamentals of developing an energy and greenhouse gas emissions (GHG) reduction plan that leverages the results of a greenhouse gas emissions inventory, including an energy forecast, using ICLEI’s results-oriented inventory protocols – the only GHG protocols designed exclusively for U.S. local governments.

Participants will also learn the process by which local governments may research and adopt aggressive but achievable emissions reduction targets that are a key component of a strong plan. Learn from an Illinois local government about their energy and GHG emissions efforts, as well as the Chicago Metropolitan Agency for Planning (CMAP) about how the agency and the regional comprehensive plan, GOTO 2040, can strengthen local efforts for energy planning, including data collection for emissions inventories.

What We'll Cover

Get step-by-step guidance from ICLEI on how to implement municipal energy and GHG reduction planning using ICLEI’s proven approach of marrying smart strategy with sensible process:

The Eight Core Tenets
  • Buy-in from the chief elected official
  • Central management & coordination
  • Research & analysis to create a fact-driven plan
  • Aggressive but achievable initiatives
  • Guidance from an external advisory board
  • Inclusive and transparent planning process
  • Accountability to the public
  • Institutionalization of the plan

The Five Milestones Process

  • Milestone One: Conduct a baseline emissions inventory and forecast
  • Milestone Two: Adopt an emissions reduction target(s)
  • Milestone Three: Develop a local climate action plan
  • Milestone Four: Implement policies and measures
  • Milestone Five: Monitor and verify results

Learn from Your Local Government Peers
Hear the local government perspective from Bart Hagston, Environmental Sustainability Manager for the City of Urbana, on the process behind the Urbana Climate Action Plan.

Leverage regional support

Leverage the skills and resources of CMAP to strengthen local efforts. The agency's skilled staff will be on hand to talk about the agency’s access to valuable inventory data and the role of GOTO 2040 in building local support for energy conservation.

Engage in an interactive planning exercise

Put your training into practice during a peer-to-peer problem solving exercise that takes you through a real-world climate and energy planning scenario involving data collection, forecasting and target setting. Craft an actionable plan complete with policy strategies, metrics and funding responses.

Who Should Attend?

Municipal professionals from the seven-county Chicago region, including staff from public works, planning, economic development, community development, human services, and more. County staff are also encouraged to attend. ICLEI membership is not required for participation.
