SunShot Solar Outreach Partnership
ICLEI, in partnership with the U.S. Department of Energy (DOE) and the International City-County Management Association (ICMA), is working to increase the use and integration of solar energy technologies in communities across the country through the SunShot Solar Outreach Partnership.
The Solar Outreach Partnership (SolarOPs) is designed to help accelerate solar energy adoption on the local level by providing timely and actionable information to local governments.
Solar OPs Goals
Funded by the U.S. Department of Energy (DOE) SunShot Initiative, SolarOPs achieves its goals through a mix of educational workshops, peer-to-peer sharing opportunities, research-based reports, and online resources.
To perform the work of SolarOPs, DOE selected teams led by ICMA and ICLEI USA. These organizations and their teams help local governments take a comprehensive approach to solar energy deployment by:
- Conducting outreach and sharing best practices for increasing solar energy use with thousands of local governments across the nation
- Working in partnership with industry experts and national membership associations to enable local governments across the United States to expand their local solar markets
- Providing information in relevant areas, such as solar policies and regulations, financial incentives, workforce training, and utility and community engagement.

ICMA develops and advances professional local government management to create sustainable communities that improve lives worldwide. ICMA provides member support, publications, data, information, technical assistance, and training and professional development to thousands of city, town, and county managers and other local government professionals. ICMA is partnering with the American Planning Association (APA) and the National Association of Regional Councils (NARC) to advance SunShot Initiative goals.
ICLEI-Local Governments for Sustainability USA, Oakland, CA
ICLEI-Local Governments for Sustainability USA is the leading membership association of local governments committed to climate action, clean energy, and sustainability. ICLEI provides cutting-edge tools, national standards and protocols, trainings, and technical guidance to help local governments meet their goals. ICLEI is partnering with the Interstate Renewable Energy Council (IREC), the North Carolina Solar Center at North Carolina State University, the Solar Electric Power Association (SEPA), Meister Consultants Group, and The Solar Foundation to advance SunShot Initiative goals.
About the SunShot Initiative
The U.S. Department of Energy (DOE) SunShot Initiative is a collaborative national effort to dramatically reduce the cost of solar energy before the end of the decade. To aggressively drive innovation and make subsidy-free solar energy systems cost-competitive with other forms of energy, DOE is supporting efforts by private companies, academia, and national laboratories to reduce the cost of solar electricity to about $0.06 per kilowatt-hour. Part of DOE’s larger effort to make solar energy more accessible and affordable, the SunShot Initiative will enable solar-generated power to account for roughly 14% of America's electricity generation by 2030.
