Senior Program Officer – Washington D.C.

Art serves as Senior Program Officer for ICLEI USA’s STAR Community Index, managing the work of volunteer topical experts to develop content for a strategic local government sustainability planning and performance management system.

Art joined ICLEI USA in July of 2009.  Before joining the STAR team, he served as Senior Policy Officer for ICLEI USA, providing ICLEI members with information, analysis and support regarding key federal policy relevant to sustainable local practice. Before joining ICLEI, he analyzed sectoral based approaches at the Environmental Protection Agency in Washington, D.C.; and worked at the Coastal Conservation League in Charleston, SC where he advised a large portfolio of local governments on sustainability performance improvement.

Art earned his Bachelors of Science in Environmental Studies from the University of North Carolina at Asheville, his Master of Studies in Environmental Law from Vermont Law School, and his Juris Doctorate from the University of South Carolina School of Law. Art is an attorney and a LEED Accredited Professional.
